Approved by the FCA as the 'Approved Person'‚Äč for regulated activity, Page has been reviewing and transforming the F & I strategy at Mercedes-Benz Retail for almost two years to ensure its 35 sites remain compliant. Prior to taking up the post, Page undertook the role of commercial/services director for more than 10 years which followed six years as the customer services director at Mercedes-Benz UK and Mercedes-Benz Financial Services. Before working for the brand, Page worked for a number of financial institutions including with a private bank and as divisional managing director of credit management services company Intrum Justitia. Page is also a member of the Institute of Customer Service and the Institute of Credit Management.


Emily Leigh-Dugmore

Quality & Audit Manager, Citygate Automotive Limited

Having joined Citygate Automotive 11 years ago after completing two years at college, Emily undertook the role of quality consultant. When the quality manager moved on, Emily undertook his duties incorporating both quality control and brand audits as well as compliance under the then regulator the Financial Services Authority. With the arrival of the FCA last year, Emily’s compliance role has continued to evolve under the new regulators whilst the wider aspects of compliance including recruitment and training as well as auditing brand standards across the group continues to be her responsibility.

Andrew is highly effective at driving business improvement through large scale projects. He has over 20 years of experience in financial services with specific expertise in consumer credit and lending, and has consulted on European Directives.


Spencer Halil

Director, ALPHERA Financial Services

After more than a decade within the BMW Group Financial Services family, Spencer Halil has returned to ALPHERA Financial Services to head up the award-winning motor finance provider. Having taken up the directorial role in July 2015, Spencer is responsible for leading the Alphera business through the next phase of its transformational growth. This follows a period which has seen the business celebrate its most successful period to date, win recognition at the Motor Finance Europe and Credit Today Awards and launch an innovative new business model to help dealers benefit from the FCA market changes. Spencer most recently held the post of General Manager, BMW Group Brands (2013-15), where he played a significant role in implementing a first-to-market, transformational new business model for financial services across the BMW Group in the UK.

Prior to his UK role, Spencer was General Manager, Group Brands for Australia, leading the BMW, MINI and Alphabet operations from Melbourne (2011-2013). This followed on from his first spell at the helm of Alphera in the UK, where he provided overall management accountability and direction for the business from 2006-2011. Spencer was also responsible for setting up the successful premium captive partnerships with both Aston Martin and Rolls Royce Motor Cars.

Spencer’s career at BMW was preceded by significant experience in the retail finance and automotive sectors, working with National Westminster Bank (now NatWest),Lloyds Bowmaker (now Black Horse), Peugeot, Volkswagen and Audi. A graduate of Politics and Philosophy at London Guildhall University, Spencer has a large family and a love of riding down mountains on a bike – as well as taking to the roads on his motorbike.


Nick Franklin,

Head of Partnership & Distribution, MAPFRE ABRAXAS

Nick joined MAPFRE ABRAXAS from The Warranty Group where he held various senior business and partnership development roles. With his 17 years of experience working with motor manufactures and some of the largest dealer groups in the country, he brings a wealth of experience across the insurance and automotive markets. 

Nick heads up the Partnership and Distribution team for the UK. The P&D team support all aspects of client relationships with MAPFRE.  In recent months, much of the focus of the team has been on successfully supporting dealers and implementing solutions so that they remain compliant with the new GAP rules.


Adrian Dally

Head of Motor Finance, Finance & Leasing Association

Prior to taking up his role at the FLA, Dally was head of policy at the Financial Ombudsman Service (FOS), leading a team which managed the FOS’ relationship with government, regulators and stakeholders.  He has also held a number of policy and regulatory roles in Whitehall, Brussels and at the Food Standards Agency.


Russell Kelsall

Partner, Squire Patton Boggs (UK)

Russell is a partner in Squire Patton Boggs' Financial Services and Litigation Practice Groups.  He deals with non-contentious and contentious financial services issues with a particular emphasis on consumer and motor finance.  He has significant experience in the motor industry and regularly advises motor finance providers and dealers on issues authorisations/permissions, compliance, documentation, mis-selling issues and asset recovery (particularly involving disputes over ownership of motor vehicles).  Russell is the author of Consumer Credit: Law, Practice & Precedents and retained by the Finance & Leasing Association to provide a number of consumer and motor finance issues.



John Sylvester

Director, P&MM Motivation


John is responsible for the motivation and incentives division within the business. John joined P&MM (then known as Page & Moy Motivation) in 1989 from competitor business Grass Roots.

He was appointed to the P&MM Board in 1996 when he was put in charge of the motivation division. Since then, he has seen the company through two management buyouts, an AIM flotation and the company's acquisition by Sodexo in November 2014.
